How do I get rid of targeted Contextual Ads?

My problem started with Firefox as my browser. Whilst browsing I get pop up ads by targetedserving1. It is not the usual pop up as the pop up blockers are not recognising this. They are ads specific to what you viewing etc. I even added the adplus blocker - still not doing a thing so I uninstalled firefox which was also crashing like mad and went back to IE which I have had no problems since using.
Did a complete scan with spyware terminator, ad-aware, and crap cleaner to clear up my computer; installed Flock. Now having the same problem as firefox minus the crashing.

How do I get rid of this ads by Targetedserving1. I feel invaded, pops up even when reading emails or checking my statement. Anyone? Could it be attached to the firefox / flock browser.
